Hazard clips is extra, must be skipped from driving theory test.Theory means theory test and practical lessons are being arranged by the new driver itself to get hazard perception. I think by testing hazard clips,Department wants get money, they try to fail students due to clips to get money again and again, that is critical to judge them at that initial stage. After passing theory tests they are already bound to get full traing lessions Department can raise theory test fee instead, but to fail students at the basis of hazard clips is totally wrong.Practical lessons are enough to get full awareness about hazards, thanks.
