If you are looking for Free things to do in London as a tourist I highly recommend the Look Out. Tickets are free, all you have to do is book in advance on the Website, tickets are released every Monday. The staff are very nice and welcoming plus the LookOut is less crowded and way more taller than Sky Garden. It was a magnificent view from 50 stories up.

Cost effective day out. We booked online for free a day before. This was a hidden gem in the half term. It wasn’t too busy when we went. We were let in slightly before our scheduled time and the staff were friendly. My son is nine (8 at the time) and loved it. In solid ground and completely free. I would recommend this to everyone and a must see ideally on a sunny clear day for good visibility. You genuinely can see for miles and nearly all major landmarks can be seen easily.

It's great for the reason that it's free then you can see a good top view of some parts of London but it's not a 360 view and do not have cafe or shops for you to dine and visit. it's a plain floor with toilet and can hear the elevator machine noise which is not pleasant to hear. You need to book in advance as this gets fully booked every now and then but I guess this is just their way to control the people entering the premises.
